New Filter suggestion

coming from the AVS forums, one of the experts there (dmunsil) is in favor of using the catmull-rom filter for upsampling:

if it's not too much of an overhead, maybe someone can create a catmull-rom filter for vba-m.

possibly higher quality upsampling (e.g., less blurry).

I rather things that prove higher quality, because to me it seems to have no point atm.

indeed, i have seen no evidence to prove this filters capabilities.

If you want it though, feel free to code it yourself as a Kega format filter.
