Can't hold a button

I'm experiencing a problem where I can't hold a button down. It will sometimes register the hold for a half-second, but most of the time a press and release signal is sent, rather than just a press. Any game function that requires a button be held down is impossible.

 

Edit: It's likely important to note that this is happening in link mode to Dolphin in Final Fantasy Crystal Chornicles. This is the only way I've attempted to use this software. However, M-WX seems to fare a bit better than M. It will register a hold for up to 2 or 3 seconds sometimes. It's still highly irregular, and not long enough.

 

Edit 2: Emulation --> Turbo mode seems to make the problem worse.
